ROBIN OAKLEY, CNN Correspondent: It was Tony Blair's first defeat in the Commons since he came to power. And it wasn't just a little one. Lawmakers rejected by 31 votes his call for the police to be given powers to hold terrorist suspects for up to 90 days without charge. They did so despite an impassioned appeal from Mr. Blair to back him on powers that police are seeking.
